Manager of Safety and Environmental Health

Everett Ship Repair is the Pacific Northwest’s Premier Ship Repair Facility.  Founded in 2019, Everett Ship Repair offers vast ship repair capabilities from its facility in Everett, Washington, including repair, maintenance, and conversion services for any type of commercial vessels, with focus on commercial workboats and passenger vessels.  With the US Navy as our neighbor, it is no secret that we are in aggressive pursuit of earning their business as we grow our footprint, skills, and profile in this market.  With impressive dry-docking capacity, and an opportunity to be part of an emerging team of industry veterans and highly skilled tradesmen, ESR strives to continuously improve our repair and construction methods into efficient and reliable processes.  We seek tradesmen who share that view, value learning opportunities, and desire an opportunity to apply their skills in our progressive environment.   We are seeking a Manager of Safety and Environmental Health to be accountable for the development and oversight of an operationally focused HSE function, lead the company’s Safety Programs, environmental health initiatives, and build a culture of safety.

What You will Do:

Safety and Environmental Health Responsibilities

  • Plans, develops, and implements programs, policies, and procedures to minimize the potential EHS impacts associated with the company’s operations.
  • Provides subject matter expertise as needed to assist in related EHS training of facility personnel.
  • Develops working partnerships across the organization that promote a positive, proactive approach to ensuring worker health and safety.
  • Takes appropriate measures to minimize or eliminate potential EHS risks and ensure full compliance with applicable laws and regulations.
  • Effectively navigates the yard through observation and compliance with 29CFR 1910 & 1915.
  • Creates and maintains an effective method for review of work processes to ensure a robust approach to hazard identification, risk assessment and the implementation of operational controls.
  • Provides consistent and frequent presence at deck plate level on all projects.
  • Investigates incidents to identify cause and determine proactive measures to prevent such instances in the future.
  • Supports as requested matters pertaining to permit process as required to conduct the company’s operations.
  • Conduct safety training or education programs and demonstrate the use of safety
  • Provide new-employee health and safety orientations and participate in the development of materials for these presentations.
  • Inspect specified areas to ensure the presence of fire prevention equipment, safety equipment, or first-aid supplies.
  • Leads company’s shipyard competent persons (“SCP”) program and oversees development of sufficient SCP staff to meet Shipyard’s obligations.
  • Proactively identify HSE performance indicator trend risks and develop field-friendly mitigation programs to proactively address potential concerns.
  • Ensure the timely and thorough completion of incident investigations, in collaboration with operations and support groups, and for providing subject matter expertise to identify and address root causes.
  • Ensure corrective actions, preventive actions, best practices, and lessons learned are effectively implemented across the company as applicable.
  • Accountable for HSE assurance activities, including verification of the safety of personnel, compliance with regulatory requirements, the safe condition of equipment and machinery, etc.
  • Ensure consistent and effective case management processes are in place giving due consideration for effective care and OSHA incident reporting requirements.
  • Maintains all OSHA Recordkeeping Requirements, including creation and maintenance of the OSHA 300 log
  • Manage and administer all medical claims through the company’s longshoreman insurance.
  • Manages Light Duty employees and supports efforts to maintain constructive relationship with employees out on industrial injury to accelerate rapid recovery and return to work.
  • Supports as requested on matters of facility security management, including risk & threat Assessment / Management, and creation/maintenance/ communication of emergency response plans or procedures.
  • Performs triage and initial first aid interventions on minor medical treatment and properly triage complex medical injuries or industrial incidents.

Supervisory Responsibilities:

  • Oversee efforts of those assigned to support shipyard’s EHS initiatives and responsibilities to include interviewing, assessing, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
  • Manages shipyard’s internal Emergency Response Team (“ERT”), Safety Committee, Respirator Program and RX Glass Program, and fall protection program.
  • Makes recommendations for process improvement and hazard mitigation.
  • Reviews and updates Safety and Occupational Health policies and procedures, ensuring they are accurate, current, and reflect the latest regulatory, industry, and company standards and requirements.
  • Support Estimating Manager and Operations support procedure and operational support for permitting and regulatory matters.

What You Bring to Our Team

  • Demonstrated self-starter that is confident interacting with managers throughout the Shipyard.
  • Working knowledge / proficiency of regulatory requirements promulgated by industry and regulatory agencies and institutions such as OSHA, WISHA, Washington State Department of L&I, ABS and USCG.
  • 5 years- previous work experience in off-shore, ship building and/or ship repair.
  • Microsoft Office skills.
  • High School Degree and completion of an AA degree.
  • General knowledge of fitting, welding, piping, electrical, paint and interior finish work.
  • Knowledge of materials used in marine construction.
  • Working knowledge of ship construction, repair, and conversion, including vessel types and systems.
  • Excellent communication skills with customers and internal clients.
  • Skilled in conflict management and moving stakeholders to realistic consensus while protecting needs of and relationships with key stakeholders.
  • Ability to handle competing priorities and deadlines effectively and respond well to time sensitive projects.
  • Ability to make timely and informed decisions in support of operations while maintaining a safe working environment and compliance with Company requirements.
  • Ability to control and manage confidential information regarding incidents, illnesses, and medical information.
  • Must work in both office locations and outdoors in all types of weather conditions.
  • Proficient in basic First Aid to include CPR/AED.

What Additional Things Would Distinguish You

  • Previous Safety related experience in shipyard employment.
  • Bachelors degree and 8 years of related safety, maritime and / or Navy experience or an equivalent combination of education and experience.
  • A degree of study in Occupational Safety & Health or closely related field of study is strongly preferred.
  • Previous experience of working in Oil and Gas, Offshore wind sector, experience of vessel management and maritime activities would advantageous.
  • ASP/CSP Certification.
  • Bachelor’s Degree in Science or related technical field of study.
  • Four years directly managing operations for multiple land rigs or an offshore drilling unit.
  • Certified Safety Professional (CSP) qualification.
  • Bilingual language skills (oral & written) a plus.
